Syria has agreed to put its CW stockpiles under international control. That’s certainly a start. BO could acknowledge it. He could build on it by calling for a ceasefire. He could tell the KSA and Qatar to stop sending weapons and money to the rebels for 30 days or risk the USA not sending arms to them. Tell Turkey its NATO membership is at risk unless it stops letting insurgents stage attacks from its territory for that same month. Ditto with Jordan. During the month he could send Kerry capitol-hopping in search of partners in a nonviolent solution. While that’s happening the US could make its highest tech available to the UN the investigators to aid their work. Then his administration could participate in an open, public judicial process before the UNSC whose fruits would have international and historic credibility. It would also set an example of nonviolent international behavior every American could be proud of. It is frankly the kind of thing I think we all hoped he would do.
